Government organisations invited to submit feedback

CitiPower owns, operates and maintains more than 53,000 public lights across its network area, which encompasses 9 municipalities as well as the Department of Transport and Planning. Local councils are our key public lighting customers, representing over 76% of public lights on our network.

We’re responsible for operating, maintaining, repair and replacement the public lighting assets in our distribution area. The provision of public lighting is a critical service that plays an important role in enhancing public safety and security in public areas.

Our prices for public lighting services are regulated by the Australian Energy Regulator separately from our distribution network tariffs. However, our network operations facilitate the provision of these services, affording us the opportunity to leverage economies of scale in the planning, delivery and administration.

As part of the development our 2026-2031 regulatory proposal, we’ve outlined plans for public lighting over the next five years, including planned expenditure and prices, in a Public Lighting Consultation Paper.

What we’re proposing

• Transitioning to 100% LED public lighting. This will lower carbon emissions, energy consumption and costs, and create further efficiency with smart control devices.
• Implementing a central management system. This will allow us to resolve faults more quickly, enable dimming and constant light output maintenance.
• Fitting LED lamps in decorative lanterns. We’ll introduce a service to fit LED lamps to non-standard lanterns to ensure a cost-effective, adaptable approach that preserves aesthetic.
• Trialling solar powered lights. We’ll continue trialling solar lights and seek feedback from customers on their interest in us making this a network offering within the next pricing period.
• Transitioning legacy lighting schemes. We’ll give councils’ management and control in non-trafficable parks, gardens and laneways to help ensure safety and access.

Feedback on the consultation paper

Local council and other government organisations in the CitiPower network are invited to read the consultation paper and share their feedback to community@citipower.com.au by 5pm, Wednesday 31 July.

Once we have received and considered this feedback, we’ll make any considerations or adjustments, including tariffs changes, before the draft proposal is released in August 2024.
