The Ballarat East substation will include an architecturally-designed exterior. It will also feature technology that reduces the risk of powerline-related bushfires by instantly cutting power if a line is contacted. The modern substation will feature a multi-million-dollar package of measures to house the electrical infrastructure.

Bus stop temporary relocation

From first service Monday, 2 June to last service Monday, 30 June 2025. The Pennyweight Park/York Street Bus stop on Bus Route 20 (to Canadian) will be temporarily located 20 metres before the original bus stop.

Property condition surveys

As part of the construction of the new Ballarat East Zone Substation, Powercor is offering a complimentary property condition survey and report for properties within 50 metres of the construction site. This independent assessment records the current condition of eligible properties and serves as a reference in case any concerns arise during or after construction.


Fence design unveiled

After months of speaking with the community about what they would like the outside of the substation to look like, our architects have created a design that reflects that feedback and celebrates Ballarat’s rich history.

The fence will be painted in Pale Eucalypt (green) and Evening Haze (neutral), with some areas available for painted murals. It will feature modern perforated panels showcasing distinct patterns and pictures celebrating the local area. It will incorporate images of the gold rush era, the Eureka Stockade flag, some of Ballarat’s heritage buildings, Lake Wendouree and other local icons.

The fence will vary in height, from 3.1 to 3.5 metres, and will include soft low-level feature lighting to create a subtle effect at night. A range of native shrubs will be planted around the fence.

What can the community expect during construction?

You can expect to see an increase in activity in the area. This will include more machinery, vehicles and workers moving on the York Street site and in the surrounding streets.

While the zone substation is expected to be operating by early 2026, activity on the site will continue until mid-2026 as we complete landscaping and other activities.

What type of work will occur on site?

There are five stages of work that will occur.

1) Benching and earthworks.

2) Foundations and major equipment Installation.

3) Pre-commissioning (equipment checks, testing)

4) Energisation and commissioning (turning it on)

5) Close out: Final tidy and follow up work

The first stage will involve preparing the site and conducting earthworks. This will lead to a noticeable change in the way the site looks.

How will construction progress in the first few weeks?

In the first 8 weeks, we will be setting up the site and completing earthworks. This includes preparing and levelling the ground. Activities will also involve the delivery and removal of ground materials including soil and rock.

We will also be installing site offices.

What equipment will you be using?

To complete this phase of works we will be using excavators, tipper trucks, rollers and other specialised machinery to move soil, compact surfaces and shape the site.

When will workers be on site?

Construction will occur during standard working hours, 7am to 6pm, Monday to Friday. There will be occasional work on weekends between 8am and 4pm.

How are you managing noise during construction?

To minimise noise impacts, construction will occur during standard working hours, 7am to 6pm, Monday to Friday, with occasional work on weekends between 8am and 4pm.

What measures are in place to control dust and dirt?

We are committed to reducing dust and dirt through a range of measures, including:

1) Regularly spraying water to reduce dust in dry conditions.

2) Where feasible covering exposed soil to help prevent dust from spreading.

3) Using a street sweeper as needed to keep nearby roads clear of dirt and debris.

How will environmental impacts be managed during construction?

Our crews will follow strict environmental guidelines to ensure the work is carried out safely. We have a dedicated environmental management plan in place for this project to minimise impacts on the surrounding area. This plan includes erosion and sediment controls to help protect the local waterway and we will responsibly manage waste and materials throughout the project.

How will local wildlife be protected during construction?

We are committed to protecting local wildlife and have measures in place to minimise any impact on native fauna. As part of our environmental management plan, we will assess the site for any habitats that may be affected and take steps to avoid disturbing them. If needed qualified specialists will assist in safely relocating wildlife.

Will there be any road or footpath closures?

Pedestrian access will be maintained. At times, we will need to close the access track next to the site for safety and access reasons.

If we need to temporarily change traffic and footpath access, we will provide advance notice and clear signage to guide residents safely around the worksite.

How will construction affect local parking and traffic?

You may notice more vehicles in the area while we complete our works but there will be no changes to traffic or parking. We aim to minimise disruptions and will communicate in advance if there are any temporary impacts near the worksite.

Who will be completing the work?

Our Powercor crews and authorised contractors will carry out the works. This includes experienced construction teams, machinery operators and specialist contractors. All personnel will follow strict safety and environmental management procedures to ensure the works are completed efficiently and with minimal disruption to the community.

Why is this survey being offered?

Although construction activities are not expected to impact nearby properties, this survey provides a formal record of a property’s condition before work begins. It offers peace of mind to property owners and ensures transparency throughout the construction process.

Who is eligible for the survey?

Properties within 50 metres of the construction site are eligible for the complimentary survey (as per the map below). If you have received a letter from us, your property falls within this area.

Why haven’t I received a letter about this?

Only properties within a 50 metre radius of the construction site are eligible for the survey. If you have not received a letter, your property is outside this area. We are committed to keeping the broader community informed about the project and its progress.

Who conducts the survey?

An independent qualified building and engineering consultant conducts the survey. The assessment is thorough and professionally documented, ensuring an accurate record of the property's current condition.

Do I have to participate?

No, participation in the survey is entirely optional. However it is recommended for eligible property owners as it provides a valuable reference should any concerns arise.

How much does it cost?

There is no cost to property owners. We are providing the survey free of charge.

How do I arrange an assessment?

If your property is eligible, the independent consultant will contact you to confirm your interest and arrange a suitable time for the assessment.
