You don't want the financial burden of moving to cleaner energy sources to fall unfairly on customers.

What is vulnerability?

People can experience vulnerability for a lots of reasons, including income, reduced choices or lack of information. Vulnerability can be transient, such as during extreme weather events, or long-term, such as when renting or having inflexible energy usage requirements.
